February 20, 2007 3 billion people die
November 24, 2008 The United States government falls followed by the European Union and Japan and the world falls into chaos
December 25, 2008 First government in the United States comes in the form of “The First Union Confederacy” and many small governments follow

Chapter 1 I am a bounty hunter. My name is Jonathan Mangoni, I don’t have a family they all died in the plague. I don’t have a future either that also died during the plague. I was a staff sergeant in the U.S army green berets, and a month before the plague I was accepted into a C.I.A spelicalist training program, that was my future until my supervisor died… well enough about my past and on to my future. For the past seven months I’ve been hunting the scum and greed of Columbia. Today I’ve got to bring in a bounty on a man named “The Big White” a local drug dealer with extensive connections. I had several weapons that I carried with me I had a .357 magnum revolver with custom grips and a laser; also with me I carried a silenced 9mm berretta also with a laser. After equipping these weapons I got into my car I drove off. As I approached the warehouse where Big White operated out of I decided to stop a quarter mile away to avoid diction. As the warehouse appeared I took note of the security, one guy with a bat and one with dual pistols. The guards were inexperienced, the guy with a bat might be a problem… that is if he got close, and the guy with the dual pistols probably couldn’t hit ****. My mind was calculating its chances I could either move through the surrounding woods unnoticed or I could just walk up to the guards and subdue them, I decided the latter. The guy with the bat rushed at me and I delivered a kick to his chest, the guy with the dual Berettas unloaded both clips at me. He missed, close to 30 bullets and he missed. He was surprised when I shot him in the leg, he screamed about the hole in his leg. Their boss heard the commotion and appeared outside with a shotgun aimed at me. “Oh ****” was all that registered in my head, several shot hit my arm and I dropped my revolver, he cocked and shot again this time I dove behind a few rubbish barrels. I pulled out my other gun found a space in between the barrels and shot Big White in the arm. Naturally he screamed and dropped his gun and ran into the woods…To be continued…

"the scum and greed of Columbia." Greed is generally not used like that.
You switched tenses from present to past, tense should remain consistent- It may be easier to write in past, and I honestly don't like writing in present because of the way it reads.
Other than that there is some grammar stuff, but I doubt you'd want me to go into that here. :)
I like it though, I always said someone should bring back the plague.
